In mid-1948, with Western Europe still weak, and with the Soviets beginning the year-long Berlin blockade, Bevin decided that American support might be needed for a long time to come. A customs union, Euro-African links and a strong French alliance were impossible to realise and Bevin began to see the 'third force' as a threat to the cohesion of the anti-Soviet alliance. Britain lacked material resources, in any case, and could not act as 'paymaster' to a 'third force'. US assistance was needed economically to provide Marshall Aid, tackle the dollar gap and create a multilateral Western trade system.

From the French point of view this was entirely logical: in order to control German ambitions whilst treating Germany as an equal it was vital to ensure a loss of sovereignty by all who joined. But for the British it was to prove the main difficulty in joining the Plan, threatening the limits set by the Cabinet on European cooperation in January 1949.
