But the ﬁrst international congress of educating cities was held in Barcelona in 1990, and the second in Gothenburg in 1992. It is signiﬁcant that the term ‘educating’ was still being used, but by the mid-1990s the concept of the ‘Learning City’ had emerged.
The vision of these authors, and others who have written on this topic, is of a ‘good society’ that is both democratic and egalitarian; one in which individuals can fulﬁl their own potential throughout the whole of their lives through education and learning, for which school is but a preparatory mechanism.
