Chapter 3 examines present management and development practices. This assessment was undertaken, first, to determine the extent to which lack of information is an impediment to improved practices (the first objective of the study) and, second, to evaluate the potential capability of present practices to meet the new challenges and opportunities and, on this basis, to provide a framework for identifying research requirements.
